About eProject Builder

eProject Builder (ePB) is a secure, web-based system that enables states, agencies, institutions and ESCOs to preserve, track, and report information for their project or portfolio of energy services projects. ePB is a free resource developed and maintained by Lawrence Berkeley National Laboratory on behalf of the U.S. Department of Energy (DOE).

ePB enables customers and their contractors to maximize the value of their energy project data by:

  • Standardizing data formats across contractors and market sectors
  • Preserving project information, M&V data and uploaded documents in perpetuity
  • Enabling robust data-driven analysis and project decision-making
  • Enabling portfolio-level data tracking and reporting
  • Offering customizable downloadable reports and data export feature
  • Generating standardized project financial schedules and portfolio-level reports

Both ePB and ePX offer a similar suite of functions for preserving, tracking and reporting on a portfolio of energy projects—including Energy Savings Performance Contracts (ESPCs), Federal ESPC Energy Sales Agreements, Utility Energy Services Contracts, direct-funded projects and Power Purchase Agreements. Both ePB and ePX enable organizations to:

ePX is a streamlined and standardized pathway for energy project data collection and reporting

ePX provides authorized users with a streamlined, standardized format, and secure pathway in the ePB platform for collecting and producing preset and/or customized reports for their energy project and portfolio data. Standardization enables authorized users to track, analyze, archive, and report their project or portfolio of projects—across the state, ESCOs, and market sectors.

ePB provides authorized users with a standardized, and secure pathway into the ePB platform for collecting and reporting their energy project data. Standardization enables authorized users to track, analyze and report on their project or portfolio of projects—across, ESCOs, regions, and market sectors.


Preservation and access to project documents and information in perpetuity

ePB enables all registered users—customers, ESCOs, and others that they authorize—to upload, preserve and have ready access to all archived project documents. Project access can be easily transferred in the event of customer staffing or ESCO personnel changes. ePB gives customers and their ESCOs instant access to project information that may be required for contracts and other reporting purposes—in perpetuity.


Advanced security features

ePB security features include:

  • Encrypted communication protocol (https)
  • Two-step user authentication
  • Restricted access -- by default data entry and management of each project is accessible by only one customer contact and one ESCO contact
  • Additional users may be granted read-only access by the ESCO and customers of a project
  • Ongoing security vulnerability testing and remediation -- ePB has maintained a total Rapid 7 Nexpose risk score of zero since 2015

Project benchmarking for comparison

ePB’s benchmarking functionality enables stakeholders to benchmark the performance of a proposed retrofit against aggregated ESCO project data from the LBNL/NAESCO project database—the largest database of ESCO project information in the world. Benchmarking information can be disaggregated by market sector (e.g., federal, K-12 schools, private) and a range of performance metrics including:

  • Total project cost per square foot (ft2)
  • Simple payback time (in years)
  • Annual energy savings (e.g., kBtu/ft2 % savings relative to baseline)
  • Saved energy per dollar invested
  • Percent savings above guarantee
